biber
Robert Alessi posted to misc@ about his Tex Live project which builds TeX live on OpenBSD and links to binaries, after some hunting I found a version of biber that was at 2.20 rather than 4.0, as the packaged TexLive I'm running on OpenBSD has biblatex at 3.20 and the Compatibility Matrix lists the requirements.
After downloading the binary and installing it in /usr/local/bin/ I have a working biber on OpenBSD
